The theme of Genocide 9's for this newsletter is fun. I didn't know "sic" can be a verb until this lol. I love that everyone's opinions on 7 8 9 reflect their in-game beliefs:
Papyrus thinks 7 was misled (belief in Geno Frisk)
Alphys tries to justify it as a necessary course of action (Amalgamates)
Toriel disagrees with her (firing Alphys in the True Pacifist epilogue) and says 7 is weak and duty isn't an excuse to hurt others (her opinions on Asgore)
Undyne just wants to wreck all the numbers (= her approach to SOUL-gathering & life in general)
The extra letter at the end is also interesting. I'm pretty sure the "best friend" being described is Chara (the 9 theme, power, mentions of flowers and creepy faces), which would make Flowey/Asriel the author (additionally supported by the "nothing can hurt" part and the idea of losing the ability to make new good memories if you have too many)
Chara (Undertale) is there because their genocide route face & slash scared me
Grim Reaper (specifically the Sims 2 version) is there because my child-aged Sim suddenly died for no reason (all needs filled and all) while watching clouds (pretty sure she was a self-insert too). Made me question my mortality, I haven't played Sims 2 since lol
She's young woman with magical heritage, trying to gain magic.
She's been against the Mages' rule ever since her childhood friend, Frace, had their voice taken away by them (because of its magical properties). This eventually grew into a hatred of how the Mages treat the non-magical population as a whole.
She's a good strategist and tends to use as few words as possible to get her point across. She cares deeply about the cause but has a desire for power which even she doesn't know about...
The black fabric between her arms is the wings, it's red with spots on the other side and lets her fall slower. She's a bit childlike looking, but I like the idea of a "kid" beating up adults

There are a lot of references to Undertale in Deltarune, I can even think of a scene that makes a bit less sense without knowing Undertale first, so you should start with Undertale.
This is the first post here by someone other than me btw, thanks for making this place a little less empty
Edit: oh right, Deltarune isn't even finished yet, so it'd also be simpler to play UT, then DR than the first 2 DR chapters, UT, and DR again.
